really glad that we are talking about the extension of the cal train i am hope thating we spend more time as a board on this. i have no concerns whatsoever about ecom or the price. i am concerned about the scope of what is in this and what i know from talking to other people in the community is that the various partners that will be necessary to connect cal train to the transbay terminal do not agree about the alignment. the san francisco mayor's office and i am the mayor's appointee to this board does not agree with this alignment. i don't believe that the san francisco county transportation authority does. getting agreement between the various parties in addition to the high speed rail authority and cal train is the task ahead for us. the, i believe, i have a great concern about opening a supplemental and then locking ourselves in and then telling ourselves that we can't reopen it. i know that we have to do a supplemental eir but i don't think that we yet know what should be in it. >> i just add on that that question. because i had a related question. and so i was actually curious becau

for cal train to proceed with design of their option one, the berm option for the bridge replacement. that includes allowing them to work with the schedules and coordination with the connector road project to make sure that we're able to minimize that gap enclosure. the second piece of this recommendation is to provide funding for the next phase of connector road design. that includes allocating prop k funds to dpw which will be leading the 30% design effort for the connector road. that includes environmental review as well as starting right at negotiation. the purpose of that is to get more clarity to the schedule and make sure the connector road can move forward in parallel with the bridge replacement project. really make sure we're minimizing that construction overlap period. lastly to appropriate prop k funds to the authority to continue working on planning and project oversight as well as conducting further rounds of outreach to go into the community with the work that we're going to be doing and providing some answers to the community in the spring before we come back to the bo

out here. i want to show you video because the cal trans crews here have been busy. we watched them a short time ago move in and right near summit drive they had to block off a lane as the clears went in and cleared out a drain clogging and causing standing water that was a hazard for drivers there. it has definitely been a treacherous drive for folks coming over the pass here into the santa cruz area. a lot of people seem to be slowing down, but we did talk with one truck driver who says some drivers seem to be a bit too cautious. >> some are too paranoid and some are too aggressive. there is kind of both kinds. you got to watch out. >> meantime there are some power outages to report up here in the santa cruz mountains, the latest report we have from pg&e, the latest numbers we have, 1400 people up here in this area without power, ben loman, scotts valley. earlier this morning pg&e showed us one of this mobile command vehicles, these are units they have on stand by. they have four of them all ready to go to help coordinate the crews in the field working to repair those outages. we

for the bridges. now we did have a chance to talk with cal tran. they just want to remind you to really take it easy. look from the management center in oakland shows you they do monitor the freeways in realtime. they do ask that you be very careful on the roadways and pay attention to the interchangeable message signs. we did talk to a chp officer earlier this morning. he stopped by but had to take off in a quick manner because he needed to respond to an accident and a spinout. that going on around the region this morning. the rain again has let up just a little bit. as steve mentioned it looks pretty good. we will continue to watch this as well as the flash flood watch for the north bay area. i was in talking with the chp officer he mentioned something kind of interesting. he said this wind can really, really wreak havoc on our morning drive. what it does do is help to blow some of that rain off of the roadways and helps to at least prevent a little bit of flooding and puddling along the roadways. so i thought that was really interesting. also you may already know this but the center lane
with cal trans and they told us how they have 300 cameras across the bay area counties that are focused on the roadways and the bridges. a lot of the sensors in the roadways help let them know when there is a traffic situation like the truck behind me. this is what we know. gusty winds knocked over the big rig on the richmond san rafael bridge blocking both eastbound lanes. according to the chp, the truck was heading east along the midspan before 5:00 a.m. when heavy winds caused a vehicle to roll over. when the truck slammed against the rail, the driver was slammed on his side and had to crawl out of the truck's cabin. cars are now passing the scene of the crash on the roadways -- roadway's right shoulder. back live, you can see the guys have started to disassemble the drive shaft of the truck because they have to take that off before they can put the truck back over, and they were waiting for the wind to die down. no one was injured in the collision. not the driver of the truck or any other vehicle. again, we are live in the san rafael -- the richmond san rafael bridge. we are now goi
